With reference to my secret despatch
of the 5th November, I have the honour to enclose
the following documents which throw light on the present position as regards the boycott:-
Enclo. Na (1) A report from the Assistant Superintendent
of Police, New Territories, dated the 7th November,
concerning the position on the frontier.
Melo, Nok (2) A memorandum, dated the 12th November, by
Mr. Sutherland, head of the shipping department of
Messrs. Jardine, Matheson & Company.
