Our recent extension of the Anti-British Boycott is a change of our Blockade Policy into an extensive Anti-British movement in the interior. Our merchants in Kwong Tung have realized that they should not fail definitely and seriously to develop this undertaking, and it was purely on the initative of the merchants that it was promoted, de must keep out British. goods so as to make great attack on British Imperialism economically. All Enquiry Officers in execution of their work
of investigation, should pay attention to the following items:- (1) Since the outbreak of the Canton-Hong Kong strike, our
patriotic merchants in Kwong Tung have declared to sever their
financial relation with the British, and in reality afcit no
British goods can have been imported. However, we are afraid that those which were imported before the strike, have not all
been sold, and therefore investigation is to be made as to all
British goods that they still have in stock. We are not
requiring the merchants to hand out any British goods they
have. Our object is to get an estimate made out first, so that
further importation may be easily prevented. This must be clearly explained to the merchants so as to avoid misunderstand- ing. Steps should be taken to make them realize their own responsibility and to arouse their patriotism, in order that they will be eager and ready to fill the form.
(2) Barticular attention should be paid to all leading firms
and foreign goods shops,
(3) In case of any large company or foreign firm which has different departments for the conduct of its business, each department should be required to fill a separate form (such as piece-goods, clocks and watches and furniture departments). (4) It is unnecessary to serve any form on any dealers purely in native products (such as fire-wood or rice dealers, money dealers or boarding houses).
