Government are deeply disturbed by and
are giving the closest attention to the
grave and far-reaching issues that nave
arisen and will lose no opportunity of
reconciling so far as may be possible
the immediate interests of Hongkong with
the policy which surveying the situa-
tion as a whole they are convinced is
the only one at present practicable
