by the Cantonese it will be necessary to

very large issuesinve

meantime nowever it must be appreciated
that any policy based on the defence of
treaty rights by force of arms either
with or without the co-operation of other
Powers is entirely impracticable.
With regard to your recognition
proposal please refer to my telegrams of
the 16th August and 29th September to
which His Majesty's Government nave
notning to add. However desirable it
may be in theory to get away from the
Washington Treaty it must be recognised
political part that it exists and the realities of the
situation have to be faced.
