The Governor of Hongkong's telegram of
October 28th, copy of which you were good enough
to communicate to us unofficially on October 29th,
has been submitted to the Secretary of State, who
wishes me to point out that the very representative
China Committee which is presided over by Lord
Southborough emphatically repudiates a policy of
force.
