(a) Should the Southern army meet with defeat, and in case |
of need, the members of the Canton Government and the Russians could better make their escape via Hongkong, particularly if the North are to send a fleet of gun- boats to watch for their exit from Kwon tung by vatar. (b) Canton can more easily send agitators, including stu- dents, to Hongkong to spread propaganda so as to pave the way for the next strike.
(c) By re-establishing communication, the Canton Government
ay be able to secure from the Hongkong Goverment a large loan which can be used to finance the liorthern expedition. This loan, or any other loans that may be contracted, can eventually be repudiated should Bolshe vism be adopted in China, as in the case of Russia.
(d) The free intercourse between Canton and Hongkong will
also benefit the revenue of Canton, for the Canton Government can then have their bonds sold in ongkong. | Karakhan further said that although comunications are re-|
