consider that it would be reasonable to call on lir. Holmes

to make good the deficiency. As I have stated in the

despatch referred to above Kr. Holmes is an exceptionally

careful and conscientious officer, and it was not due to

any slackness on his part that the misappropriation of funds

was possible.

4. Arrangementa are now being made for relieving

the Crown Solicitor of the collection of money for the

Treasury. Mr. Hazlerigg, Assistant Crown Solicitor, is

being seconded to the Treasury to assist in organising the new system; and provision has been made in the draft Estimates for 1927 under the Head "Treasury" for the creation of an additional post of Assistant Crown Solicitor. I should prefer that the appointment of an additional officer to fill this post should stand over for a few months and I propose to address you again on the subject when the new arrangements have been given a trial.
