conformed with, and I feel assured that you will agree with my, that if the provisions of Colonial Regulations Noe.210 and 269 are strictly complied with, it would undoubtedly have a beneficial effect in maintaining a constant check on the financial operations in this and all other departments. In this connection, I cannot express too strongly the necessity of greater Treasury supervision over the accounting operations of all Government Departments.

In conclusion I would add that no audit

or surprise survey will discover irregularities such
as I have placed before you, whilst money can be
received for which no receipts are given at the time
of payment, and when no adequate supervision is main-
tained at the time payment is made.
