I have the honour to confirm my telegram of
the 27th October recommending the grant of remittance
privileges to officers serving in the Colony whose wives or
children are in England.

I attach copies of a memorandum which was
circulated to the Finance Committee anl of the comments of
the members thereon. The Finance Committee includes all the
Unofficial Members of the Legislative Council in addition to
the Colonial Secretary, the Colonial Treasurer and the
Director of Public Works. All the Unofficial Members are
agreed that immediate relief is necessary, the only point
at issue being whether the proposals are sufficiently liberal
3. It will be seen from the figures given in the memorandum that for officers who come under (a) of paragraph 5 of the memorandum the grant of the remittance privilege in respect of one-third of salary would amount to an allowance equivalent to a percentage of salary ranging from zero when the dollar is at 2s. 6d. to 14.2 per cent when the dollar is at la. 91. Those under (b) would receive allowances ranging from zero up to 10.7 per cent of salary. The effect of the proposal put forward by Mr. Lang and supported by Mr. Bird and Mr. Bernard, namely, to grant the privilege in respect
