I send you herewith the copy f a despatch from
the G.vernor of Hong K. ng dated 28th October,1928.
presume there is no precedent for sending any C.I.D.
papers oversea?
While agreeing that the responsible
Departments should communicate to anyone, whose duties
make it desirable that he should be so informed, the
gist of all important conclusions of the Committee of
Imperial Defence. I as strongly opposed to any suggestion that any of the actual Reports of the Vika
should be sent versea. I propose ir you agree t
infore Sir C. Clementi that it is nt pssible to
f bis accede t his request in the last few lines
despatch, and at the same time to give him the gist f the enclusions arrived at. I propose also t inf ra
