Many thanks for your letter of December 20th, enclosing
a despatch from the Governor of Hong-Kong dated October
25th, 1926.
I have always considered that the responsibility for communicating the Conclusions of the Committee of Imperial Defence to Governors and other responsible persons of the same order of importance rests solely with the Government Departments concerned, who alone are in a position to judge how much they ought to be told. Once the proceedings leave this Office I do not consider it my business to
ascertain what is done with them. I am not prepared to
say that no actual Reports of the C.I.D. have ever been
sent oversea. I am rather inclined to think that occasion-
ally, and in particular cases, the Foreign Office have issued copies of Reports to diplomatic representatives. This procedure, however, is exceptional, and I much prefer the method which you propose in your letter. I think the right course is for the Department to issue the gist of future Conclusions, together with the reasons, so far as
