I think you ought to read yourself this criticism on the Boxer Indemnity Bill preposals by the Governor of Hong Kong. He is no doubt influenced by the fact that Hong Kong University is neglected by the Deputation, but making all allowances his criticisms seem to me very damaging if not destructive. In sum they amount to this: "The only real alternatives are to abandon the indemnity altogether, or to spend it on institutions for the benefit of China which we control such as Hong Kong University ie eyewash."
