pending official announcement by Canton Government that boycott has been removed. A cargo boat is being sent by Jardines to Canton at the week-end
and Butterfields may follow suit.
We are still in the dark as to the inten-
tions of the Canton Government and signs are not
wanting that there is a split on the subject of
the announcement promised for the 10th of October.
Rumours are in circulation that Eugene Chan may be compelled to resign. I received a message from
the French Consul at Shameen stating that he did
not think that the boycott would end on the 10th
October. It seems probable in any case that if a
satisfactory official declaration was made there
would be a continuance of intimidation.

If on the 10th of October there is no
public announcement of the definite termination of the boycott we should demand immediate explanation and insist on reply within twenty-four hours. If
however announcement is made it will be necessary
to see its exact terms and what effect it produces.
If we find that notwithstanding such
announcement the activities of the strike pickets are continued we must similarly demand an explanation. Only the knowledge that force will be used will prevent further outrages and we must be prepared to use forcible measures at any time after the 10th of
October should the boycott not be effectually
terminated
