Blonkade proposed all Chinese cargo junks in Canton harbour be driven down river and refused admittanee to port. This would prevent loading and unloading of cargo and obviate direct interference with neu- tral shipping. Secondly all Chinese junk traffic and Chinese steamere to (†Canton) be refused
