On September 10th His Majesty's Acting Consul General, on instructiona from His Majesty's Minister at Peking, addressed a note to Canton Government, to which again no reply has been received, requesting that immediate instructions to put an end to these outrages should be telegraphed to the Army Commanders concerned.

(6) Our dealings with Canton Government are not directly affected by the incident at Wahnstien. Loss of prestige will however certainly be heavy unless action is taken as suggested by Naval Commander in Chief (see his telegram of the 11th September)with the result that the achievement of an honourable settlement in Kwangtung will be rendered even more difficult.
(7) It appears from a meeting which Brenan recently had with Eugene Chen that Canton Government will not accept our offer of an industrial loan and are not taking the enquiry proposal seriously.
(8) Copy of Brenan's telegram No.41 of 12th September, and a semi official letter from him have today reached me. These confirm the statement in (7) above and make it clear that the critical military situation is causing Eugene Chen to play for time. This is why the "further practicable suggestiona" are not put forward at once. A threat that unless we come to terms the boycott would be extended to the Yangtse constituted Chen's only new suggestion at a previous meeting.
