CHANGES IN THE STAFF,
Dr. D. J. Valentine appointed acting Medical Officer in charge, Civil Hospital and Asylums from 25th February vice Dr. C. W. McKenny on leave.
Dr. G. W. Pope transferred to Sanitary Department on 12th Novermber.
Dr. H. L. Clift resigned on 8th March.
Dr. E. M. Minett appointed temporary Assistant Medical Oficer in charge of Native Hospitals from 1st May to 15th July vice Dr. A. D. Hickling on leave and later appointed as Assistant Medical Officer for Schools from 16th July.
Miss H. A. Lawrence retired on 12th August,
Misses E. M. Smith and E. B. Rennie both resigned from 11th April and Misses A. J. Halligan and M. Kelly resigned from 16th June and 30th November respectively.
Misses H. G. Lacey, M. F. Lawrence, A. M. Davies, D. P. Geen, A. R. Warner, R. I. Potter, H. C. Potter, A. Barclay, A. L. Popham, M. J. Warbrick, A. M. Cullinan, M. A. Wilson, M. D. Robson, F. A. Cranfield and M. E. M. Dakin were appointed Nursing Sisters during the year.
Mr. L. A. Collyer appointed Assistant Attendant, Lunatic Asylum on 17th October and arrived in the Colony on 26th November.

The amount sanctioned in the Estimates was $715,208 and the Expenditure was $623,241.10.

II.-VITAL STATISTICS.
The population of the Colony is estimated to be:-

The general birth rate for the civil population is said to be 4.64 and that of the Chinese 4.25 per 1000. From the nature of the case it is practically impossible to arrive at a correct estimate of the Chinese birth rate.
The total number of deaths was 14991 and the general civilian death rate was 19.05 per 1,000. Of this total there were 14735 Chinese and 241 non-Chinese civilians and the death rate was respectively 19.12 and 14.6 per 1,000.
Infantile mortality.-Among infants of one month or less, 10 non-Chinese and 847 Chinese, died. Of those infants who were more than a month old but less than a year, 30 non-Chinese and 3824 Chinese died. The total number of children who died at the age of a year or less was therefore 40 non-Chinese and 4671 Chinese. These figures are derived from reliable statistics because the registration of deaths is compulsory, but as births are not registered in every case the Chinese birth rate given above is not accurate.
