Short Rules for Railways. (revised)

When it has been decided by survey over what land a railway shall pass, due notice shall be given by the authorities of the locality for the information of the public and no deliberate obstruction or disobedience shall be tolerated. The local authorities shall fix a fair price for land that has to be bought by the Company and inflated values shall not be countenanced. The Company shall pay the land tax yearly without fail.
Houses and graves shall be avoided wherever possible in sympathy with the feelings of the people; but where the railway cannot be so diverted without great difficulty, the cost of removal as assessed by the local authority shall be paid in order to prevent disputes and delays.
Rule 14
Should a landowner demand an inflated price for land required in any province for Railway Construction, interfere with the workmen or do any thing to cause an outbreak of popular feeling, the Company shall report
to the Local Authorities who shall not fail to take
repressive measures at the same time rigidly suppressing
all forms of extortion by subordinate officers. It must
be realised that railways are bulwarks of trade and commerce and that they should be an important Public Service under Government management; and that therefore any official who is proved to have failed to afford
them
