GOVERNMENT HOUSE.

HONGKONG 25th August, 1926.

With reference to paragraphs 5 and 6 of my predecessor's Confidential despatch of 17th June, 1920, and to paragraph 4 of Lord Milner'a reply of 1st September, 1920, concerning rent allowances to officers in the service of this Goverment, I have the honour to inform you that the recommendations approved by Lord Milner and embodied in General Order 109 copies of which I enclose for convenience of reference have proved of great benefit. Some such scheme is certainly necessary in this Colony where house rents remain extremely high.

There are, however, certain features of the present scheme which have given rise to dissatisfaction, and in respect of which amendment is, I think, called for. The particular points I have in view are:

(a) Officers who by their circumstances are forced to

live in Clubs or Hotels derive no benefit, even though they may be married men and compelled to keep up an establishment at home.

(b) Senior officers living alone, whether bachelors or married men with wives at home, are not ordinarily allowed to be sole occupants of a Goverment tenement or to draw an allowance as sole occupants of a non- Goverment tenement and therefore derive no benefit
