SECRET TREATY.

FOR PARTITION OF CHINA.

FANG'S WORK AT MOSCOW.

The partition of China into five districts, sach of which is to be governed by Communist Committees organised on the lines of the Goverment of Soviet Russia, is provided for in a secret treaty signed at Moscow on August 5 by Gen. Feng Yu-hsiang, the "Christian General" according to wires from Faking to the Chinese preas in Shanghai.

Details of this secret agreement leaked out, it seem, when M,Karakhan at Paking and M.Borodin at Canton were notified of the signing, and then despatches addressed to Mr.George Hau Chien were intercepted. The latter is now on his way from Peking to Canton to deliver despatches and credentials to Borodin.

Feng in Charge.

According to the terma of the treaty General Fang Yu-hsiang will head the Communist Committee which will govern kirin, Fengtion, Heilungkiang and Jebol; the present Canton leaders will govern Krangtung, Kwangel and Yunnan; Gen. Taiang Chia-zah will govern Hunan, Hupeh, Kiangsu and Chokiang; Mr.Van Tsun-sou will have control of Honan, Shenai and Anhwei, and Gen. Lu Haung-lin will head the Committee which will govern Chihli, Shantung, Kanau, Szechwan and Charhar.

The military difficulties of gaining control of all of these districts are to be disposed of by Russia
