It will be noticed that in the above partition four out of the Eighteen Provinces viz. Fukien, Kusi-chou, Shari and Kiang i have been omitted.

4. It is alleged that Russia is prepared to assist in carrying out this policy not only with money and munitions of war, but also with Soviet troops.

The truth of this news should, I think, be teated by reference to His Majesty's Minister at

Moscow: for, if trus, a situation has arisen in which the Great Powers interested in the Far last are deeply concerned,

and regarding which they might well (as suggested in the 23rd paragraph of my secret despatch of the 27th June) consult each other fully and frankly.
