I have the honour to forward for your information the enclosed article extracted from the Hong Kong Telegraph of the 24th August concerning a secret treaty alleged to have been signed at Moscow on the 5th August by karshal Feng Yu-hsiang with the Russian Soviet Government. I enclose also translation of an article from the da 182 Yat Re of the 18th August on the same subject.
2. Whether authentic or not, this information is very interesting as an indication of Bolshevik policy in China, If the Bolshevista succeed, they apparently desire to govern China by means of five Communist Committees organised on Soviet lines, each exercising regional control under a military distator, as follows:-
(a) The three Manchurian provinces (Feng-tien,
Kirin and Hei-lung-chiang) and Jehol are
assigned to Marenal Feng Yu-hsiang, who, however, will have to conquer them from Marshal Chang Tao-lin.
(b) The provinces of Hunan, Hupsh, Kiang-au and
Cheklang are assigned to Cheung Kai-shek, the Cantonese generalissimo, now campaigning in Hunan. He is a native of Chekiang: but he will have to conquer his native province as well as Kiang-su from Marshal Sun-Ch'uan-fang and Lupeh
