FOR PARTITION OF CHINA.

FENG'S WORK AT MOSCOW.

The partition of China into five districts, each of which is

to be governed by Communist Committees organized on the lines of the Government of Soviet Rusais, is provided for in a secret treaty signed at Moscow on August 5 by Gen. Feng Yu-hsiang, the "Christiar General," according to wires from Peking to the Chinese press in Shanghai.

Details of this secret agreement leaked out, it seems, when M. Karakhan at Peking and M. Borodin at Canton were notified of the signing, and when despatches addressed to Mr. George Hsu Chien were intercepted. The latter is now on his way from Peking to Canton to deliver despatches and credentials to Borodin.

Feng in Charge.

According to the terms of the treaty General Feng Yu-hsiang will head the Communist Committee which will govern Kirin, Feng- tien, Heilungkiang and Jebol; the present Canton leaders will govern Krangtung. Kwangsi and Yunnan; Gen. Triang Chia-zah will govern Hunan, Hupeh, Kiangsu and Chakiang; Mr. Van Teun-seu will have control of Honan, Shensi and Anhwei, and Gen. Lu Heung-lin will head the committee which will govern Chihli, Shantung, Kansu, Szechwan and Charher.

The military difficulties of gaining control of all of these districts are to be disposed of by Russia doubling her present shipments of gune and munitions, and opening her coffers to finance the Chinese Communists to continue civil war.

Soviet Help.

The campaign designed to crush Marshal Wu Pei-fu will be undertaken under the joint leadership of Tsiang, Van and Lu. Gen. Feng himself will attend to the ousting of Marshal Chang
