No. your information the enclosed article extracted from the Hong Kong Telegraph of the 24th August concerning a secret treaty alleged to have been signed at Moscow on the 5th August by Marshal Feng Yu-hsiang with the Russian Soviet Goverment. Endo. No. 2 I enclose also translation of an article from the
Wa Taz Yat Po of the 18th August on the same subject.
Whether authentic or not, this information

is very interesting as an indication of Bolshevik policy in China. If the Bolshevista succeed, they apparently desire to govern China by means of five Communist Committees organized on Soviet lines, each exercising regional control under a military dictator, as follows:-
(a) The three Lanchurian provinces (Feng-tien,
Kirin and Hei-lung-chiang) and Jehol are assigned to Marshal Feng Yu-hsiang, who, however, will have to conquer them from Marshal Chang Tso-lin.
