Secretary Amery to transmit to you, for the consideratior of Secretary Sir Austen Chamberlain, a copy of a despatch and its enclosures from the Governor of long Kong on the subject of a secret treaty alleged to have been signed at koscow on the 5th angust, 1926, between Marshall Feng Yu-haiang and the Soviet Government, defining Bolshevik policy in China.
