With reference to my predecessor's despatch
No.103 of the 19th of March, 1924, on the subject of the
arrangements regarding wireless telegraphy in this Colony, I have the honour to state that in the light of further experience certain modifications in the grading of the European wireless telegraph staff appear desirable.
The scheme outlined by Sir R. E. Stubbs in the above despatch has proved successful in so far as the provision of Chinese and Eurasian Wireless telegraph operators is concerned, but the Electrical Engineer is of
the opinion that men with higher technical qualifications than those required for routine operators are not as a rule
obtainable from these sources, and that it is therefore
necessary to retain a considerable staff of Europeans in
the Sub-Department.

The Electrical Sub-Department of the Public
Works Department appears on pages 72 and 73 of the 1926 Estimates. It is divided into A Lighting, Telephones,
Land Telegraph, Cables and Light, end B Wireless.
