An Examination of the Proposal to send a detachment of troops from Hong Kong to attack and destroy Strike-Picquet Headquaterts, in Canton.

▲ reconnaissance of the proposed scene of operations was carried out on the 13th, 14th and 15th insta. A plan of operations has been draw up but it has not yet been submitted to the Naval authorities for their criticism. Briefly the plan is as follows:-
With Naval co-operation a force consisting of 150 native infantry will be landed on the Bund in Canton at a point about 300 yards from the objective. (The British Consul-General, Canton, has recommended the employment of British troops. His recomendation has not been adopted as it is considered advisable under the circumstances to keep these troops in reserve in Hongkong).
The troops will be instructed to effect the maximum amount of damage to materiel at Strike Headquarters. They will be warned not to use excessive violence towards Chinese who may be encountered unless such action is necessary for self-defence.
It is proposed to give the troops 45 minutes from the time of landing to complete the job. All troops must have re-embarked within one hour after the time of
landing.
An essential part of the plan is to carry it through with a minimum loss of Chinese lives. However successful the operation is there are certain to be some Chinese killed.
