Now Marahal Tu, while being confident of success against Chiang Kai-shek, is unfortunately short of funds for his

campaign. He needs about $6,000,000. While he thinks that he

will be able to raise half of it in China, he asks the Hongkong

Government of the British Imperial Government to make him a

loan of the remaining $3,000,000. Mr. Lam thinks that the loan

if made, can be kept strictly secret, and he says that the

Marshal does not ask for a dollar to be paid over until satis-

factory proof is given that General Sun Chuan-fang will co- operate with him against Chiang Kai-shek, and that a proper plan

of campaign has been formalated. Wu said that about three months ago only $4,000,000 was considered enough, but the military strength of Chiang Kai-shek has since increased, and an

additional $2,000,000 is considered to be necessary for the

success of the campaign. In the past the Harshal had been opposed to contracting loans from Foreign Powers, but in this case he has not hesitated to turn to Great Britain for finan- cial assistance because he considers that in fighting the Bolshevists in Kwongtung he is also fighting Hongkong's battle. It is his honest conviction that any settlement which Hongkong may come to with Canton would not be lasting, because the evil would still be left deeply rooted in the soil. The only way to secure abiding pease for the two places is to pluck up and destroy the root. If the Hongkong Government entertains this proposal, the Marshal will approach the British Minister in Peking to secure his support.
