It would therefore appear that, unless the blow is directed towards Hung Hom Bay, i.e. from a south-easterly direction, the proposed wharves there could not be effected by the construction of the North Point Scheme. Further, any increased disturbance at Hung Hom Bay could only be due to the completion of the easterly portion of the North Point

Scheme, but considering the scheme as a whole, it is

difficult to determine whether the reduction effected in the

available surface of water by its completion would not

counterbalance the tendency to conserve sea action which may be established by the construction of a reclamation and quay

wall.

The facts, however, as presented by the Consulting

Engineers, are that during typhoon weather, no ships if able

to get away, will be lying alongside unsheltered quays either

at North Point or in Hung Hom Bay, and the effect of sea

disturbance whether direct or deflected would not damage

a properly constructed quay wall.

The other question, as to whether a quay wall at

North Point will cause inconvenience to shipping by increas- ing sea disturbance in its vicinity, can be best answered by pointing out that no inconvenience is ever felt at the quay wall at Taikoo, where it is generally admitted that the wave action is as great as at North Point. I would also mention that since the commencement of construction of the quay wall at Marine Lots 430 & 431, there have been on various occas- ions blows with a wind velocity of over 30 miles per hour during the N.E. monsoon from directions north to north-east. Although a floating block-setting crane is used which would be inoperable in waters disturbed to such an extent as to cause inconvenience to an ordinary lighter, no interruption has been caused to the progress of the work. There is little likelihood of any serious disturbance alongside the quay wall
