necessary if such extension is delayed, and (b) finishing off the quay wall to enable a proper junction of any future extension to be made. This latter work is considered necessary to protect the quay well until such time as the extension is undertaken.

Should this extension be carried out by private enterprise, the Goverment could, when the agreement is entered into, make it a condition that the amount of this additional expenditure be refunded to Government.
