the cessation of all anti-British manifestations throughout the region over which the Canton Goverment were recognised as exercising full control. If it were considered undesir- able to offer full recognition I suggest that regional Governments might be offered provisional recognition as de facto independent bodies subject of course to all necessary reservations as in the case of the Esthonian National Council. Under this procedure each regional Goverment so provisionally recognised would provisionally and during the continuance of ita recognition undertake to assume all local obligations and a share of national obligations and would acquire all local rights and share national rights. All these rights and obligations would be acquired and assumed provisionally for period of recognition.
