negotiation, the Chinese are bound to feel suspicions regard- ing two points:-

(1) England intends to continue her policy of one step backward, but two steps forward", which her Imperialists have been accustomed to adopt, and will give some concession in order to secure a settlement of the Canton-Hongkong Strike, the severance of economic relations and the Shakee tragedy, but in other questions she will go further to oppress China.

(2) England will avail herself of the present opportunity afforded by the expedition which Canton is sending to punish Tu (Pei-fu), temporarily to make a settlement of the Canton-

Hongkong Strike, the severance of economic relations and the Shakee tragedy, in the hope that in the first place she may

divert the people of Kwong Tung from the anti-Wu policy, on

which they are concentrating their attention; and in the second

place the temporary settlement may enable her to help the

reactionaries to take the opportunity to make trouble in the

rear of the Revolutionary Army.

At present the Cantonese are no longer like what they were before. Not only they take constant interest in the politics of the world end the National Revolution in China,

but also they have realized how revolution can be accomplished and how emancipation can be secured. There have been many in- stances which will prove this, and the Great Conference held by the Cantonese a few days ago on account of the Sino-British negotiations is the latest proof that has been afforded us. We can say for certain that the Cantonese have been baptized into revolution, and are no longer as they were formerly.

We are only hoping for one thing, and this is that Eng- land will lose no time to show by facts that she will adhere throughout the negotiations to the basic principles mentioned above, viz, Equality, Justice and Accordance with the change

of circumstances.
