If General Cheung Kai-shek succeeds in his northern expedition, the attitude of the Canton Govern- ment towards Hong Kong is likely to become less friendly, as they will naturally be more than ever grateful for the Bolshevik assistance which has made their success possible. The claim of the Canton Government to recog- nition by foreign Powers in the territory over which it exerts undisputed authority will also be much strengthened. I would, therefore, again urge the importance of an agree- ment being reached as early as possible between His Majesty's Government and the Goverments of the United States of America, Japan and France for concerted action to maintain their treaty rights and to safeguard the commerce of their nationals in China. If these Powers speak with one voice to the War Lords in control of the various regions into which China is now subdivided, I feel sure that without any appeal to force of arms a measure of law and order and of respect for treaties can be restored throughout the country.
