Government which he represented. He repeated that any action of the kind taken by him might lead to isunderstanding and that therefore he could not

send the men. The word misunderstanding was constantly repeated by the Flag Commander who was present when I interviewed the Admiral and seemed to be the chief stumbling block. I gathered from questions I put to the Admiral and the Flag Commander that the misunderstanding likely to be created was the probable misconstruction of any action taken to help the Hong Kong Government, which might be misconstrued by the Kwang Tung Government as being hostile to them.
