I have the honour to refer to the Duke of

Devonshire's despatch No.7 of the 15th January, 1923, in

which His Grace approved the posting of a second Cadet Officer to the Sanitary Department as Assistant Head of the Sanitary Department and Secretary to the Sanitary Board, and

the appointment of Mr. Davies as First Clerk and Assistant

Secretary to the Board.

The work of the Department continues to increase and the Head of the Sanitary Department is of

opinion that the Cadet Assistant should be relieved of the

duties of Secretary to the Board, so that he may devote his

whole time to administrative work. He therefore recommends

that the posts of Assistant Head of the Sanitary Department

and Secretary to Sanitary Board should be separated, the

former to continue as a junior Cadet post, the latter to

become, as it was prior to 1923, a non-Cadet post. I concur

in these recommendations in view of the growing importance

of the work of the Sanitary Department and submit them for your approval. I may say however that, when I can find time, I propose to make a thorough examination into the working of the sanitary and medical departments with a view to their

reorganization
