handed requires no comment. It is utterly impossible. (C) As mentioned previously the Schemes of Defence of many ships are still outstanding. The supervision of Government craft building has until quite recently occupied practically
all this officers time. The "Kau Sing" and new Fire Fleat
have now been finished leaving Police Launch No.4 still in
hand. A second launch for the Health Officer of the Port is
shortly to be laid down (Expenditure of $30,000 has been appro ed) and next year's programme includes a launch to replace
"Victoria" and at least one launch for Police.
Assistant under (C) is absolutely essential.
(D) The survey of vessels, Steam motor and water boats under
60 tons averaging 2.48 vessels per day (6 days to the week) throughout the year is, if done properly, more than one
officers work.
(E) At present I experience great difficulty on getting plans for proposed new Government craft. To obtain them takes from 4 to 8 weeks and even then it necessitates this officer workiną long hours over time. At present the survey of life boats buil -ding and carried by passenger ships and their equipment is done by an Engineer Officer. It is highly desirable that this work should be undertaken by a specially trained deck officer
i.e. A Nautical Surveyor.
Enclosures B and C show numbers of vessels and craft dealt with by this Sub-Department and though in some instances the figures for 1925 show a slight decrease it must be clearly understood that this is attributable to the strike and boycott and that directly conditions return to normal figures will immediately revert to pre-strike standard and the general increase in the work annually will continue.
At present the work of this Sub-Department is being "got through" somehow but I would point out that there are two
ways of carrying out a survey.
