(a) & (b) It is absolutely essential that one officer should
be on continuous duty in the Boarding Office from 9 a.m. to
5 p.m. to deal with applications for and the allocation of buoye as should such applications not be dealt with immediately ships
would be caused delay with the consequent financial loss to the
shipping firms. Because of this it has been found necessary to
do as much outside work as possible before the Harbour Office
opens and the Boarding Officers consequently start work in the
Harbour at 7 a.m. It has come to my notice that frequently
owing to the Boarding Officers being employed on other work,
the boarding of incoming vessels has been done by the Chinese
Coxswains of Harbour Department Launches. This is directly
against orders but owing to lack of staff I have found it
necessary to condone this irregularity.
(c) The value of the Moorings in this Harbour amount to
several lakhs (see 6 (b) of this report). No proper supervision
at present can be given to the relaying and changing of moorings which perforce has to be left to the Contractor. This I consid-

in Colombo Harbour, where the work is carried out by the
Harbour Engineer's Department. Supervision is extremely important as, should any mooring be defective the onus for compensation for damage done to shipping lies with Goverment
and not with the contractor.

Framination of candidates for Board of Trade Certific-
ates is held weekly and lasts from Tuesday to Friday · both
days inclusive. Written examinations are presided over by a
Chinese Clerk but the Oral examination has necessarily to be
taken by a fully qualified officer.

taken by a fully qualified officer.
At present, the Assistant Harbour Master being on leave, there are only two fully qualified officers in the
Department viz. the Harbour Master and the Chief Boarding
Officer.
