(a) With reference to para.4 of the above minute I would

point out as an instance that there are at present 56 ships

(29 British and 27 Foreign) fitted under the Prevention of

Piracy Ordinance for which, owing to lack of sufficient Staff,

it has not yet been found possible to work out Schemes of

Defence. This is a matter which also affects the Goverment

Marine Surveyors Sub-Department and has recently been raised by the Capt. Supt. of Police.

(b) I still find it impossible owing to pressure of work

which necessitates my presence in the Harbour Office, to make

tours of inspection and to visit the Outstations.

It is my

opinion that each outstation should be visited by a Senior

Officer at least once a quarter. Table showing Revenue

collected at these outstations for the last three years is

forwarded for information as "Enclosure À".

It may be thought that the appointment of an Office

Assistant would have freed the Harbour Master sufficiently to

enable him to carry out inspection work but this in practice

has been found out to be the case please see para. 10 of my

minute of 6.11.24.

(c) Application from the Superintendent of Police (Kowloor)

has recently been received by telephone for either the Harbour

Master or Assistant Harbour Master to inspect the Police

Launches at their Quarterly life boat drill etc. but although

I consider it most highly desirable that a technical officer

should be present on these occasions and should afford the

Water Police every help and assistance possible I, with great

regret had to refuse, as work in this Department did not permit

the absence of either the Harbour Master or Assistent Harbour

Master.

(d) Frequent invitations are received from the various

dockyards to attend the steam trials of new ships. These

without exception I have had to refuse. It may be argued that
