I consider that the maintenance of a sufficient staff is
essential.

I am addressing you separately regarding the
filling of the post of Assistant Farbour Master vacated by Lieutenant Commander Hake, as, if the proposals are approved,
there will be two vacancies namely Deputy Harbour Master and Assistant Harbour Master to be filled and the improved salary
of the post of Deputy Harbour Master would naturally influence
the selection.
