I therefore make the following recommendations

(a) The creation of a new post of Deputy Harbour Master

on a scale of salary of £850: £40: £1050; the post

of Assistant Harbour laster to be retained with

salary of £550: £30: £820.

(b) The appointment of a 4th Boarding Officer at a salary

of £350: £10: £450, and the increase of the salary of

the post of 3rd Boarding Officer to £350: £10: £450:

(see paragraph 5 below).

(c) The appointment of two additional Marine Surveyors

on the scale £460: £20: £700.

(d) The appointment of one additional Junk Inspector on

the scale £320: £10: £360.

A considerable amount of revenue is collected

in fees and licences by the Junk Office and an additional

Junk Inspector should do more than pay his way by exercising

closer supervision and preventing evasions in the collection

of this revenue. Should the post of additional Junk

Thor Inspector be approved, I propose to transfer Mr. W. Hillyer

from his present post of 3rd Boarding Officer to this new post. Mr. Hillyer is not a qualified Master Mariner as all Boarding Officers should be; and, in order to replace him by a Master Mariner, it is necessary to raise the salary of the 3rd Boarding Officer to £350: £10: £450 as proposed in (b)

above.

6.

The additional cost under Personal Emoluments

in 1927 of the foregoing proposals would be £2,290, and there also would be extra cost of passages and house allowances, etc. I do not anticipate that the increase in revenue which will result from the greater efficiency of the Harbour Office will at once fully cover this extra cost, but

as the Colony depends so much on its harbour and its shipping
