of the China Order in Council, 1904, and article 13 of the
China (Amendment) Order in Council, 1907. I attach a copy of these regulations for convenience of reference.

This arma embargo has been faithfully observed by the British Government; but it is notorious that other Governments have not been so strict, and that the Russian Government, which participated in the note of the 5th May, 1919, has been pouring arms and ammunition into Northern China for the assistance of the Kuo-min-chun, and into Southern China for the assistance of the Canton Soviet. Moreover, the arms embargo was plainly a self-denying ordinance adopted by the eleven Powers concerned in order to prevent the disintegration of China, for it was only to be in force "until the establishment of a Government whose authority is recognized throughout the whole country". Such a day is far distant, and in the meanwhile China has, for the time being, split into the following main divisions:- (a) the provinces controlled by Marshal Chang Tso-lin, namely the greater part of Chihli, Shantung and the whole
of Manchuria:
(b) the provinces controlled by Marshal Wu P'ei-fu, namely Hupeh, Honan and parts of Chihli and Hunan:
(c) the provinces controlled by Marshal Sun Ch'uan-fang,
Kiangsu, namely Anhui, Chakiang,Kiangsi and Fukien:
(d) the provinces controlled by the Kuo-min-tang, namely Kuang-tung in somewhat doubtful alliance with Kuanghsi, parts of Hunan and Kueichou:
(e) the region controlled by the Kuo-min-chun, namely Inner Mongolia, Chahar, Sui-yuan, Kansu province and parts of Shensi and Shansi provinces:
(f) Yunnan province under General Tang Chi-yao
