Messrs. S.Pearson and Son (Contracting Department) Ltd. har requested that they be granted a full concession for the construction and working of the railways they have so long negotiated,viz: the Nanchang-Canton and the Canton-Swatow lines, are hereby authorised by me (as representing and holding the necessary powers from the Chinese Government) at any time that they find the money market and other conditions in such a position as to enable them profitably to do so, to act as the Concessionaires for the construction and working of such railways on behalf of the Chinese Government; to arrange for their further survey and for their construction with the
necessary works of art and equipment at the actual cost to them thereof, including in such cost 11% as representing the commuted cost of the central office expenses in London, plus 10% on such total cost for their profit.
