With reference to Four Excellency's memorandum
No. 1301/1925 of April15th covering a report by Mr. J.H. Kemp dated April 10th relating to his visit to Canton, I note that in the course of conversations with Mr. C.C.Wu the pro- ject of a railway from Sheklung to Waithou and Swatow was mooted, and in this connection I have the honour to transmit for Your Excellency's very confidential information copy of a despatch from the Foreign Office No. 141 of March 3rd.1925, regarding the interest of Messrs. S.Pearson and Son in the construction of the Nanchang-Swator-Canton Railway. As indicated in the above-mentioned despatch Colmel Menzies duly visited. Peking in the early summer of last year, but I am not aware that anything resulted from his visit or that there have been any developments in the matter since. I presume that it would be possible, in the event of these loan negotiations being proceeded with and the difficulties mentioned in my telegram to the Foreign Office No. 133 of March 25th being satisfactorily surmounted for Messrs. Pearson and Son to act as contractors for the construction of the line with funds furnished from Hong Kong, if that could be arranged without conflicting with our Consortium policy.
