My dear Mounsey,

With reference to our telephone

conversation I sending you herewith a copy of the

telegram which has just come in from Clementi.

My Secretary of State is away in Devonshire until

Friday so that I have not been able to consult him

further

If, as you have just told me on the

telephone, Willingdon has himself decided not to go to

Canton I presume that settles the matter.

The

Department here will be very pleased to hear this

because, as you already know, they hold the view that

it was of vital importance to Hong Kong that the

Delegation should not visit Canton.
