Following from Lord Willingdon.

Your telegram No. 157 to Peking.

After consultation with colleagues we are of opinion that visit to Canton now inadvisable for

the following reasons:-

(1) I have just returned from unofficial visit to Hongkong where I discussed Canton affairs with Governor, acting Consul General and Canton Commissioner of Customs. They are opposed to delegation visiting Canton and we cannot feel now our visit would produce much result.

(2) Delegation has just arrived in Tientsin from the south and has still to visit Peking and other

northern cities before finally agreeing on report.

(3) For certain reasons only one of the three Chinese delegates could accompany us to canton: therefore impossible to go as a complete delegation though all could have gone when we first proposed the visit.

(4) On receipt of telegram from His Majesty's Minister dated March 26th containing instructions of government we informed Canton government that we could not go there et present. But we expressed
