I have the honour to acknowledge the receipt

of your despatch No.100 of the 8th April, 1926, on the subject of Sir L. N. Guillemard's proposal that candidates selected for Cadetships and Police Probationerships should undertake a course of study at the School of Oriental Studies prior to their departure from the United Kingdom.

I enclose a copy of a minute by the Director

of Education on the subject. I agree with the views of the Director of Education that the proposal should not be adopted in the case of Hong Kong Cadets.

2.

I hope to arrange that Hong Kong Cadets shall receive instruction in Chinese at the Hong Kong University,

and I do not believe that the Chinese language can be studied with profit except in China.
