scholarships for which we are now asking would be
held by Chinese students who propose to return to
their homes to teach. But the staff of the Education
Department of the University badly needs strengthening
and I am constrained to press for the provision of an
annually recurring sum of $12,000 for additional
assistance to the Professor of Education. This represents a sterling annual grant of about £1,200
but the payments to the assistents would have to be in Hong Kong dollars.

10. The University can not extend its teaching
work without a new building. You have seen how
congested the present buildings are and the Vice-Chancellor
explained to you, that it is proposed to remove all the
engineering laboratories, lecture rooma, etc., to the
military lands, further along the Pokfulam Road, and
after demolishing the temporary buildings which now lie
at the back of the University quarangle to extend
the main University building by adding 3 sides of an
inner quadrangle. The estimates for these projects
amount to $650,000 and $500,000 respectively. It is further estimated that a sum of $70,000 is required
for the initial furnishing and equipping of the new

required for the maintenance and upkeep of the new
