impossible for a British mission to visit Canton, should in any way deter that mission from visiting noj Kong, Nor do I why the susceptibilities of a Canton Soviet, which has behaved
outrageously towards Great Britain, should receive tender consideration from a delegation appointed by His Majesty's Government. On the contrary, the solidarity of British interests should be vindicated by the mission ostentatiously ignoring Canton until the anti-British boycott has been removed. Such action appears to be all the more desirable because the Canton Government is anxious to get a share of the Boxer Indemnity Funda. The fact, therefore, that it is denied all hope of
participation in these funds, while the anti British boyfott
lasts, would be a salutary incentive to it to compel the Canton Strike Committee to end the boycott".
Again on the 22nd April I telegraphed to you:- "Your
Mission will be very welcome in Hong Kong; but the Members of my Executive Council, whom I consulted to-day, unaninimously
and atrongly deprecate any visit by your Mission to Canton at
present, and I fully concut. This view was shared by Mr.
Brenan who had taken Sir James Jamieson'& place as Consul General
in Canton.
You will see,therefore, that from first to last the
views of this Government and of the British Consula "eneral at
Canton have not varied. We have always considered that your
Kission ought to visit Hong Kong as soon as possible but, should
ignore Canton until the anti-British boycott has been raised ended.
I do not know how His Majesty's Government and His Majesty's
Minister at Peking came to misrepresent so unfortunately the
views held by me and I trust that this letter will make the attitude of the Hongkong Government perfectly clear to you.
