Sir,
I have the honour to enclose for your
information a copy of a despatch, with enclosures, addressed
to His Majesty's Minister, Peking, regarding the treatment
accorded to the Stout Memorial Hospital in Wuchow.
The incident affords an illuminating
commentary on the demand for the cancellation of Extra-
Territorial rights in China.
