I have the honour to address you with regard

to an application for naturalisation by Mr. Li Yau-taứn who

was born in the Nam-hoi District of the Province of Kwong-

tung in China on 23rd June, 1862.

Mr. Li has, apart from occasional short

visits to Canton, resided continuously in the Colony for

the last 48 years, and during that period has rendered

conspicuous service as a member of the numerous Chinese

Committees and Boards which play such a vital part in the administration of the Colony. A list of the most important of these is enclosed. Mr. Li has, moreover, very large

commercial interests in the Colony, and is at the moment

Chairman of the Chinese Chamber of Commerce.

On the outbreak of the crisis in June last

year, Mr. Li immediately placed his whole services at the

disposal of the Government, and regardless of insults and

threats has never wavered in his determination to combat

to the uttermost the machinations of Canton.

He even +

despite his years and poor physique, insisted on taking his

turn of night duty with the Special Guarda instituted to

meet the menace of bomb-throwing and arson. He was also
