I am directed by Mr.Secretary Amery to

transmit to you,to be laid before Secretary Sir William

Joynson Hicks, a copy of a despatch from the Governor

of Hong Kong regarding an application for naturalisation

which has been made by Mr.Li Yau-taun. It will be

observed that Sir C.Clementi speaks very highly of

Mr.Li and states that his application has hitherto been

held up only on account of the fact that Mr.Li has no

knowledge of English.

ruled that applicante for the grant of certificates of

Imperial naturalisation must have an adequate knowledge

of English and that in the circumstances he greatly

regrets that it is not possible to grant Mr.Li's
